By not reporting crimes, the police are not going to focus any attention to your area. Yes, they maybe incompetent and your incident may never be solved/looked into. But by reporting all crimes, resources will be diverted to hot spots. Worst case scenario, your area becomes safer. Also crime stats reflect the true situation and not the crime down reported by our minister because of lackluster citizens.
